The Boulder County Department of Housing and Human Services (HHS) is seeking a Senior Communications Specialist to help lead and support the work of a small but dedicated team of communications, marketing, outreach, and engagement professionals in key areas including 1) building understanding of our services and trust between us and those we serve and 2) supporting the department’s efforts to transform our operations, engagement, and services toward a community collaborative model based in power sharing and equity.
The ideal candidate is collaborative, proactive, and visionary, and demonstrates a commitment to changing communities for the better through focusing on racial equity in their work and lives.
This is a full-time, benefited position. The work schedule is Monday - Friday 8:00 am - 4:30 pm with some flexibility available if needed. This position's primary office will be at 1333 Iris in Boulder, however there is also an expectations of regular work and meetings at the St. Vrain Hub in Longmont. The position may be hybrid in the future. Under FLSA guidelines, this position is exempt. New employees receive an 80-hour bank (Download PDF reader) of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month.
Boulder County requires its employees to reside in the state of Colorado as of their first day of employment.
Hiring Salary Range: $86,736.00 - $105,816.00 Annually
Tentative Hiring Timeline:

Examples of Duties
- Develops and helps implement social media outreach and marketing plans to build understanding of our services and trust between the communities we serve and our organization and staff.
- Develops and implements plans for outreach to and engagement with traditional media (including writing, editing, and distributing press releases) to promote sharing of information about HHS’ services, vision, and priorities
- Helps plan, facilitate, and/or coordinate meetings, projects, trainings, or outreach efforts with the public, relevant workgroups and committees, community partners, or staff including county leadership
- Develops and implements storytelling plans to highlight the experiences of people in the diverse communities we serve
- Plans, approves, or develops content for departmental external website, intranet sites, and social media channel communications, and ensures maintenance of web pages in accordance with county guidelines, style guide, and industry best practices
- Collaboratively plans, implements, and supports engagement of Boulder County communities to ensure they are better able to help inform and drive HHS communications and outreach planning and implementation
- Helps develop, support, and lead internal communications campaigns for HHS staff
- Supervises the work of communications team staff
- Participates in cross-departmental communications work planning and implementation efforts
- May be reassigned in case of emergency situation or disaster; responsible for ESF-15 or recovery-related coverage as assigned
- Performs related duties, as required

EXPERIENCE OR EDUCATION:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 6 years of combined education and experience in communications, marketing, community engagement, digital media strategy, or a related fields . Knowledge, Skills and Abilities:
- Knowledge of the principles, methods and practices of relevant government agencies and programs
- Working knowledge of the principles of public relations, crisis communications, organizational communication, community engagement, and persuasive communication
- Working knowledge of media operations, particularly social and digital media
- Ability to develop effective communications tools (graphics, video, social media posts, surveys, reports, program advertising/marketing materials, training materials, etc.) utilizing varied media tools to either inform/notify, engage, train, or solicit participation from, by, or among internal and external groups
- Knowledge of and experience in supervision of staff
- Demonstrated commitment to racial equity
- Bilingual (Spanish/English) and bicultural competency preferred, but not required
- Knowledge of current English and Spanish language usage and various journalistic styles, including Associated Press style
- Demonstrated ability to conduct complex research and analysis and prepare presentations with the information for the department, the public, community partners, and others
- Demonstrated ability to perform duties with a high level of professionalism, flexibility, discretion, diplomacy, and tact
- Demonstrated proactive, action-oriented ability to work independently and lead successful initiatives with minimal supervision where appropriate
- Demonstrated computer literacy skills with competency in Microsoft Office Suite and social media apps
- Demonstrated ability to work effectively with other employees, the public, and representatives of various governmental institutions
