    DEPARTMENT OVERVIEW

    The Long-Term Foster Care (LTFC) program at Lutheran Family Services Rocky Mountains (LFSRM) provides care and support to Unaccompanied Children (UC) in federal custody as they wait for their immigration case to be resolved so they can transition to a more long term program or living arrangement. UCs are placed with licensed foster families and attend public school while they are in the program, allowing them to have more normalized experiences in family based environment.

    JOB SUMMARY & RESPONSIBILITIES

    The Foster Family Recruiter and Licensing Specialist is responsible for the certification of new and ongoing foster families and cultivating a robust network of strong foster families to host UC's referred to the LTFC program. This position ensures adherence to state rules and regulations governing the foster parent licensure, and oversees the facilitation of foster parent application processes to include processing inquiries and preparing necessary paperwork. Incumbent also assists with support and training, both initial and ongoing, as well as other foster parent support activities.

    REQUIRED COMPETANCIES

    Occupational Competencies

    • Compile licensure documents: Experience with maintaining paperwork and records for licensure, including initial application, background checks, training records, annual and re-licensing documents. Knowledge of compile and collect legal documents from a specific case in order to aid an investigation or for a court hearing, in a manner compliant with legal regulations and ensuring records are properly maintained.
    • File management: Experience with keeping organized, complete, and accurate files, including regular auditing to ensure compliance. Legal case management: Knowledge of the procedures of a legal case from opening to closing, such as the documentation that needs to be prepared and handled, the people involved in different stages of the case, and the requirements that need to be met before the case can be closed.
    • Respond to enquiries: Experience with processing initial applications and paperwork from prospective foster parents and facilitates the application process.
    • Observe confidentiality: Knowledge of observe the set of rules establishing the nondisclosure of information except to another authorized person.
    • Assist team: Experience with supporting program activities, including room reservations, securing donations of supplies and/or services for foster parents and foster children, assisting with foster parent recognition and retention activities.
    • Regulatory expertise: Learns and maintains familiar with state rule governing foster parent licensure.

    EXAMPLE ACTIVITIES

    • Evaluate information on applications to verify completeness and accuracy and to determine suitability to become and continue to be foster parents.
    • Perform administrative tasks, such maintaining foster parent files, preparing necessary reports, maintaining and monitoring training records, securing background checks for program applicants, and conducting quality assurance projects within the team.
    • Participates in recruitment events for potential foster families.
    • Supports the oversight of foster parent support activities, including arranging for rooms, supplies, and announcements for all support and training groups, coordinating foster parent resource library, assisting with organization of foster parent recognition and retention activities.
    • Conduct home visits for initial licensure and licensure renewal, as needed.

    TRANSPORTATION

    Must maintain a valid driver's license and carry personal auto liability insurance at the level of $100,000/300,000/100,000.

    • Occasional local travel with personal vehicle.

    REQUIRED CERTIFICATIONS

    • Bachelor's degree in the behavioral sciences, human services, or social services fields
    • Child welfare and/or case management experience is strongly encouraged
    • Bi-lingual English and Spanish strongly preferred.
