    Boulder County Housing Authority (BCHA) is seeking to hire an Executive Director. The Executive Director will lead BCHA in its mission to provide affordable housing solutions and support housing development initiatives within Boulder County. This position requires a dynamic and visionary leader with a deep commitment to equitable housing practices, financial acumen, and strong organizational management skills. This is an opportunity to lead an organization that will have an infusion of new resources to help address housing needs of the community. The Executive Director is responsible for 80 staff members, a $40M operational budget, and 1900 housing units, and will execute the long-term vision for the Housing Authority under the direction of the BCHA Board of Commissioners (Board). In collaboration with the BCHA management team, the Executive Director will provide leadership to all BCHA functions to enable managers to effectively and efficiently maximize available resources and ensure quality services to residents and other stakeholders.

    The fundamental requirements and duties of the position are the following, which will be carried out in collaboration with BCHA senior leadership and staff:

    Board Relations:

    ·       Serve as primary advisor to the Board.

    ·       Report regularly to the Board, providing updates on BCHA's activities, financial performance, and future plans. 

    ·       Collaborate with the Board to develop policies and initiatives that align with community needs and priorities.

    ·       Make the Board aware of special events, relevant trends, material external and internal changes, and the assumptions upon which any Board policy has previously been established.

    ·       Submit required monitoring data in a timely, and accurate manner; directly addressing provisions of the Board policies being monitored.

    ·       Create a culture of partnership between Board and staff.

    Race Equity:

    ·       Infuse principles of race equity into all aspects of BCHA's work, ensuring fair and just housing practices for all residents.

    ·       Champion diversity, equity, and inclusion initiatives within the organization and the communities served. 

    ·       Lead the development and implementation of racial equity strategies, promoting an inclusive and culturally competent environment.

    Financial Leadership:

    ·       Develop and manage the annual budget, ensuring fiscal responsibility and accountability and practice transparency regarding the financial status of BCHA, its developments and the LIHTC partnerships.

    ·       Identify and pursue diverse funding streams, grants, and partnerships to support BCHA's financial sustainability. 

    ·       Drive continuous improvement in processes and systems to increase organizational effectiveness.

     Strategic Leadership:

    ·       Develop and implement strategic plans that align with the BCHA's mission, goals, and objectives.

    ·       Provide visionary leadership to guide the organization in addressing the evolving needs of the community. 

    ·       Foster a culture of collaboration, innovation, and continuous improvement among staff and stakeholders. 

    ·       Lead a multidisciplinary team, fostering a positive and inclusive work environment.

     Real Estate Development: 

    ·       Provide overall direction and oversight of agency planning activities related to new property acquisition; rehabilitation of existing facilities; and development and construction of new properties.

    ·       Ensure that all risks of acquisition, rehabilitation and development are evaluated, monitored, and managed.

    ·       Ensure that BCHA’s acquisition and new construction projects are aligned with strategic priorities of Boulder County. 

    ·       Oversee and manage all assets of the authority; ensure property enhancements and preventative and responsive maintenance programs are undertaken that maintain and build property value.

     Compliance:

    ·       Oversee compliance with the U.S. Department of Housing and Urban Development (HUD) regulations and guidelines. 

    ·       Maintain a strong understanding of federal housing policies and advocate for BCHA's interests at the federal and state level.

    ·       Ensure and maintain compliance with all applicable laws and regulations.

    Community Leadership:

    ·       Coordinate and support the services of other agencies to support BCHA’s mission.

    ·       Educate and influence key stakeholders, residents, investors, and partners on issues related to mission, vision, values, and direction of the housing authority.

    ·       Identify barriers to affordable and attainable housing in Boulder County and work with community partners to eliminate those barriers.

    Partnership: 

    ·       Establish and maintain appropriate relations with other government and non-profit professional and services groups in the community, including city and county officials.

    ·       Maintain necessary and effective relationships with federal, state, and local government units, including HUD, Colorado Department of Local Affairs (DOLA), Division of Housing (DOH), CHFA, etc.

    ·       Maintain necessary relations with other agencies in similar fields throughout Boulder County and the region, including the Boulder County Regional Housing Partnership, other regional Public Housing Authorities, and inter-department directors.

    ·       Engage with key stakeholders to foster regional collaboration and address housing challenges collectively. 

    ·       Represent BCHA in regional forums and contribute to collaborative efforts to address broader housing issues.


    This is a full-time, benefited position. This position will work Monday - Friday 8:00am - 4:30pm,  with evening and weekend work expected on occasion, in a hybrid work environment that includes an onsite office at the Spoke on Coffman, 518 Coffman St., Longmont, as well as remote work options. Boulder County’s hybrid work schedule offers hoteling office locations in Lafayette and Boulder, as well as work from home.  Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.
     
    Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
     
    2024 Hiring Salary Range: $180,000 - $220,000 Annually
     
    Tentative Hiring Timeline:

    ·       First Round Interviews: Week of February 5

    ·       Second Round Interviews: Week of February 19

    ·       Reference Check: Late February

    Examples of Duties

    1.     Working with BCHA managers, staff and contracted service providers, responsible for the overall operations, including Administration, Asset Management, Finance, Human Resources, Information Technology, Legal, Procurement, Property Management, Property Operations, Real Estate Acquisition and Development, and Resident Services.

    2.     Responsible for implementation and establishment of policies.

    3.     Confer with and maintain a cooperative relationship with various federal, state, and local officials and governmental agencies, and with various community and tenant organizations.

    4.     Ensure compliance with all applicable laws and regulations.

    5.     Ensure operating results are clearly and consistently communicated to staff, BCHA Board, HUD, and residents; and strive to support Agency mission in the most cost-efficient manner possible.

    6.     Monitor effectiveness of programs, services and capital construction, make changes as necessary, and comply with all reporting and permitting requirements.

    7.     Recruit and retain qualified staff for the organization.

    8.     Create and manage intergovernmental agreements with departments throughout Boulder County.

    9.     Convey necessary information clearly and effectively.

    10. Demonstrate attention to staff, Board, and stakeholder needs.

    11. Establish and maintain appropriate relations with other government and non-profit professional and services groups in the community, including city and county officials.

    12. Performs related work, as required.

    13. May be reassigned during emergency situations.

    EDUCATION & EXPERIENCE:
    Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of seven years of professional experience in Housing, including three years in a supervisory or management capacity.


    Additional related education may count towards required experience.

    Supplemental Information

    ·       A bachelor's degree

    ·       11 years of professional experience in Housing
